Question, so I’m seeing all these videos of other people lavanica and they have 12/12 but mine only goes to 11/11 ... glitch ?

This is not a bug, your hero's skill level is something that you can adjust through Destiny.  After 11/11 (lvl 20 in destiny) you will be required to level other heroes in that group as well to enable you to reach 12/12 (lvl 40)
