The ninja told the marksmen to stand in a circle around him. This would cause the marksmen to not want to fire since many of them would probably shoot each other.

The ninja told all of the marksmen to stand behind the post
When they fired off their volley of arrows it would hit the post and shred the ropes on the post. The ninja could then use his outrageous movement speed to simply run away freely from all of the marksmen

Ninja was surrounded by 10 straight rows of Marksmen, each row has 10 Marksmen (50 Marksmen are firing marksman and the later additional 50 Marksmen are not firing Marksman). Odd position is non-firing Marksman and even position is firing Marksman. So all the Marksmen shoot their own and the ninja was free.

Ok, so many answers yet we gotta go full science here.
First of all, A marksman is by definition a skilled person, therefore, saying that there are marksman that miss means like a paradox type of thing. Now avoiding this we take in consideration the maximum radius, it is 20 ft or 6 meters, we find the area of the place in which the "marksmen" can be, area=π × r2 so π × 12 which is about 36meters to round it. Now lets take the normal space a human will take, what about 1.5 ft? which is like super small, only a baby would fit. Now 1.5 ft time 1.5ft is 2.25ft in area, now there are 100 men, 50 initial plus 50 more of the "mercy". so 100 x 2.25 ft is 225ft or 68 meters. Now we see that it is theoretically impossible to fit all of them in the area not to mention that this tiny space is just for them to stand, to shoot we would require twice as much. Now if we read in this part: "and you may pick where they stand when they shoot you" it could be referring to the last 50 not all 100 ones, so we divide the area of 68 into 2 is 34, enough but not enought o shoot, also taking in cosideration that the guy is there and that this space is really small. so now what? well the answer is anything, no matter how he put them none will have space to shoot and walk and do stuff therefore he stays alive no matter what. Even if the first 50 are out of the radius he could just get tied crouched and hide below the 50 last.That dude didn't think stuff through before doing this punishment....
thanks a lot, btw putting them in circle doesn't guaranties the living of the ninja as for they might miss sometimes but certainly not always, so he is probable to be shot at one point or atleast injured.
