My account has been taken over when I tried trading accounts and he has blocked me from my Game Center account and he has restarted my phone and changed my password. How do I get my data back? (I am on my iPad right now)

Never trade accounts... only Apple can help you now.
Ask them to check IPs as hopefully the other person will be from far away from you and they can see that something strange is going on.

Unfortunately, there is nothing anyone on the Castle Clash forums can do for you.

The only option you have is to reach out to IGG support (you can access Live Support in-game), or to contact Apple.

However, if you ever need help placing a 5/5 revite, you come on back.

Also technically you weren't hacked, you tried trading.

Since you admitted to your wrong doing who knows what IGG will do.

If your gamecenter is your apple ID, you can fix this by requesting the password to the account from your backup email. That is if when you signed up you entered a back up email.
