My mobile bill already reach to the limit, so i change to none billing payment information, but it still popup the same window to change payment method, how i want to update and play it, below pictures always repeat when i touch done button... please fix it

This means you have a payment to apple that has been granted but not yet paid for. Why apple allows this I dont know.
You have to pay the unpaid purchase before you can update or download anything.

Open itunes on a PC, go to payment history, find the unpaid item, pay it.
Itunes on apple phone/ipad doesnt have this option.

Or use a different appleid and update the game.
