This must be a topic of discussion on iOS.  I have not seen any existing method to level the equipment levels on the heroes beyond level (1).  Thus I am left with the assumption that it will be part of a future update.

You might want to check out this post as it seems that there is a new method to level heroes in the pending update, however it is a separate feature from the Armory feature.
